On February 16, 2005, California Assembly Members Jackie Goldberg and Paul Koretz introduced a bill to require California to keep specific records on Hollywood as though it were independent. For this to be done, the boundaries were defined. This bill was unanimously supported by the Hollywood Chamber of Commerce and the Los Angeles City Council. Assembly Bill 588 was approved by the Governor of California on August 28, 2006, and now the district of Hollywood has official borders. The border can be loosely described as the area east of West Hollywood, south of Mulholland Drive, Laurel Canyon, Cahuenga Boulevard, and Barham Boulevard, and the cities of Burbank and Glendale, north of Melrose Avenue and west of the Golden State Freeway and Hyperion Avenue.       LONDON - COMPANIES for the first time report they are losing more through electronic theft of data than physical stealing of assets, risk consultancy Kroll said on Monday in an annual report on international fraud trends.
      Fraud was most often an 'inside job' carried out by a company's own employees, the poll of more than 800 senior executives worldwide showed. Worries over fraud were deterring many companies from expanding in some key emerging markets.
      China appeared the key emerging market with the highest level of fraud, with 98 per cent of businesses affected. This was followed by Colombia with 94 per cent and Brazil with 90 per cent.
      The 2010 study showed the amount lost by businesses to fraud rose to US$1.7 million (S$2.2 million) per billion dollars sales worldwide from US$1.4 million a year earlier, the report said - although this might in part be due to better detection and awareness.
      'How much fraud there is depends more on opportunity than anything else,' Tommy Helsby, Kroll chairman for Europe, Middle East and Africa, told Reuters. 'Much more work is done electronically, and that creates new opportunities for fraud. It takes time for companies to catch up with that.' Previous Global Fraud Reports showed physical theft of cash, assets and inventory as the most widespread form of fraud by a considerable margin. This year's findings showed electronic and information theft at 27.3 per cent of total fraud losses, marginally above physical theft at 27.2 per cent.

      HTC have launched today a new Android full touchscreen which will soon and only be hitting the European market in November. Its not a groundbreaking device but rather a neat, small and compact mobile with adequate hardware on board. It will be relatively thin (11.7 mm) and lightweight (115 g), running on Android 2.2 (Froyo) along side HTC Sense, the Gratia will have a 3.2-inch 320 x 480 touchscreen display, and will include a 600Mhz processor, 512MB ROM and 384MB RAM, and has a 5 megapixel camera on the back, with a VGA cam on the front there.
      Its got the usual connectivity features too, bluetooth, WiFi, a g-sensor, digital compass, proximity sensor, ambient light sensor, and microSD card slot. What’s different is that HTC looks to roll out up to three different colours for the mobile, rather unusual for the Taiwanese firm, but its most welcomed and feels abit like when Apple rolls out iPods (except they produce +10 colours), we’d love to see HTC do more in the way of colours.

      With Windows Phone 7 interest already waning as punters realise that the operating system offers nothing more than Apple's IOS or Google's Android, HTC decided it would be a good time to release the Gratia, a pint-sized Android 2.2 phone. In fact the Gratia looks to be almost identical to the Aria, an HTC smartphone that's being sold in the US by AT&T.
      The Gratia runs the latest version of the Android OS and is skinned with HTC's Sense user interface. Curiously HTC is being cagey with the Gratia's specifications, mentioning only that it has a 5 megapixel autofocus camera and soft edges. The device is four inches long and weighs 115g.
      There's no word on the processor, memory or screen size, but going by its identical American brother, a 600MHz processor powers the Gratia and the display is a 3.2-inch affair with a rather disappointing resolution of 480x320. There's 384MB of RAM and 512MB of ROM, with a microSD slot for data storage.

      We all know that Japan is the land of robots and this latest creation shows that Japan is trying to put its robots on a whole new level. Today we have another robot that comes from Japan
      , that can look and sing like a real human being. We already saw robots from Japan that can mimic our looks, but now robots can sing as well as humans. The robot is known as the HRP-4 diva bot and it will match the sound of an actual singer as well as singer’s facial expressions. In order to achieve this, HRP-4 diva bot is using VocaListener program to watch human mouth and to memorize particular notes.

      The HRP4 has full arm articulation and simple hand movements, giving it a grasping force of 1.1 pounds. It has facial recognition built in, so it'll know who you are, and it also reacts to voice commands.

      You've seen plenty of robots and androids in the news, but you've probably never seen anything as astonishing as HRP4, which promises to be cheap, powerful, and the most sci-fi-like bot built to date.
      AIST and Kawada Industries just revealed the new humanoid machine, and by making it look "athletic" they've also turned HRP4 into a real-world version of the fictional life-assisting robots you've seen in countless sci-fi movies (the older generation of 'droids in Will Smith's I, Robot movie for one). He's five feet tall and weighs just 86 pounds, including battery. Bipedal android robotics seems to have evolved swiftly enough that new machines don't need props like Asimo's chunky battery backpack.
      Nevertheless, HRP4 has 34 degrees of freedom in movement, including full arm articulation and simple hand moves, which give it a grasping force of 1.1 pounds. It uses standardized parts, runs a Linux core beneath AIST's proprietary control software on an Intel Pentium M CPU and was designed to be low-cost. Still, the robot can recognize and react to voice commands, and has simple object and face recognition built-in.

      The road to Mars leads right past the moon. So why isn't a return trip on the agenda?

      That's what Buzz Aldrin wants to know.

      President Obama recently green-lighted a brand new mission and a new budget for NASA, including a grand long-term goal: a manned mission to Mars. But Aldrin, the second man to walk on the moon, says the moon is much more essential to American space efforts.

      In its haste to make new policy, Aldrin and other experts say, NASA is overlooking a critical component of space travel: a permanent, manned base on the moon that would make reaching Mars a much easier task.

      But Aldrin disagrees. Citing key holes in NASA's new plan, he and other space gurus think a minor mid-course correction in strategy
      could lead to a "mission accomplished" sign when it comes to revamping NASA. For example, the new budget was "not clear" on how the rollout for a mission to Mars would happen.
      Aldrin believes NASA should move in stages toward a manned mission to Mars, by building outer space fuel stations and developing the moon. He said NASA has already spent hundreds of millions researching the projects, and their investment should be utilized -- as recommended by Norm Augustine, former chairman of the Pentagon’s Defense Science Board and chairman of the Review of the U.S. Space Flight Plans Committee.

      What's more, Aldrin said, the American government should not simply shrug off the considerable experience we have with lunar travel. "The U.S. has the most experience in the world, of any nation, in dealing with the moon,". "It doesn’t take a rocket scientist to see that flexibility is needed here."

      Some experts support the new path, including Jeffrey Manber, who oversaw commercial space policy for the Reagan administration and is now managing director of space research technology developer NanoRacks. He says the moon is an old goal -- and Mars is the future.

      "America has been to the moon six times. A seventh voyage would neither inspire the next generation nor require massive investments in new technology," Manber told. "If we remove our partisan blinders, it's clear that it is time for NASA and our space program to behave like other, commercial programs: from the bottom-up, unleashing the creativity of the private sector."

      But others remain critical of the effort. Ray Nackoney, a professor of astrophysics at Loyola University in Chicago, said he simply cannot support the idea of a manned mission to Mars.

      "To get to Mars with current technology, the trip will not take three days, as when going to the moon, but over eight months," Nackoney. "And eight months to get back. The astronauts will spend more than a year on Mars to get the correct alignment of the planets to make the most efficient trip back. Will we really do this? I doubt it will occur in my lifetime."

      Aldrin, who is launching a new think tank called U.S.S. Enterprise -- which stands for unified, strategic, space enterprise -- said NASA should take advantage of the natural cycle of the planets for the most efficient travel across the solar system. "A unified space exploration policy is what is needed for the U.S.," he said.

      But David Weaver, a spokesman for NASA, said that there is wide support in private industry and in the government for Obama's strategy.

      "There are statements supporting the president’s new vision for NASA from Norm Augustine, Charles Bolden and John Holdren," Weaver said in an interview. He said that the new legislation supports the President’s ambitious plan for NASA to pioneer new frontiers of innovation and discovery. Why Mars, and not the moon? "That should help answer your question," he said.

      Aldrin doesn’t blame Obama for where NASA and the U.S. are today in terms of space policy. The famed astronaut and engineer notes there have been a "series of miscues," going all the way back to the Nixon administration, that have interfered with NASA moving forward with an innovative agenda.

      "For decades, we’ve been misdefining our transitional space programs," Aldrin said. "A vision like in the early days of the space race showing the logical progression from Mercury to Gemini to Apollo is what is needed today to show why we need to go to Mars -- and how we will get there."

      Build and Design
      ADATA takes pride in being the first company to bring a USB 3.0 and SATA II dual interface solid state drive (SSD) to the market. On face value alone the new Nobility N004 is indeed an innovative hybrid of a USB flash drive and a SSD.

      The USB 3.0 port (backward compatible with USB 2.0) is built into the side of a standard 2.5-inch notebook hard drive enclosure. This means that you can use the Nobility N004 as an internal drive to replace your laptop's old hard drive or you can use the USB port to make the SSD into an external flash drive. I've seen a lot of different designs for internal and external storage drives and I can honestly say this is my new favorite design.

      I'm indifferent about the blue polished metal enclosure with a spiral design etched into the top of the enclosure, but the overall design is simplicity at its finest. If you want to use the N004 as an internal drive, do it. If you want it to be an external backup drive, do that instead. This all-in-one solution works for everyone!

      My one and only complaint about the design of the Nobility N004 is the location of the activity light. The blue LED activity light is only of use when you're using the SSD as a USB flash drive. The activity light lets you know if the drive is reading or writing data so that you don't unplug the USB cable while it's working. The light is located on the end of the drive enclosure opposite the SATA connection and not on the same side as the USB 3.0 connector. As a result, it's difficult to see the light unless you position the drive just right. It would have made far more sense if the activity light was located next to the USB port so that you can see it before you unplug the drive.

      The growth of Android phones has been really fast over the past few years. Their growth has been impressive and these handsets have been one of the most popular ones in the mobile phone market all over the world. Android is perhaps the only OS which can challenge the Apple’s iOS. Also noteworthy is that Android has further ruined the market share of Nokia’s Symbian (which wasn’t that popular anyways) especially in the US markets. RIM has also been raising eyebrows at the Android rising success. But not all Android phones out there are good. Some of them have been horrendous mistakes. I have compiled a list here of some of the best Android products that I have got from the manufacturers to date. This top 5 collection is not just my theory but the list contains the phones which you guys have voted. I’ve got plenty of e-mails from my readers about the phones that I have blogged about. This article covers the Android phones that the readers voted as the best ones. Also note that making this list gave me a real headache. All give phones score really close and it was really hard to rank them one below the other.

      5 – Droid X

      At number five, I’ve got the Droid X which is a huge phone and that is because it has a 4.3 inch touch screen. On the back, there is an eight megapixel camera which can record HD videos. On the sides, there is HDMI output for connecting the Android phone to a large HDTV. All these high end features might make you think that the Droid X belongs in your media center and not in your pocket. I was disappointed to see that there is no front facing camera for making video calls and the phone is based on MotoBlur software which is not my favorite way to skin through Android but the phone still makes it at the number 5 spot of this list due to its feature set.

      4 – Samsung Captivate

      This one too has a biggish four inch screen and the highlight here is the stunning AMOLED display which gives crystal clear picture quality. There is 16 GB of internal memory which lets you store a lot of music and videos. This phone’s camera too shoots HD quality videos. Both the Droid X and Samsung Captivate are equally impressive but I gave Captivate the edge because there is more buzz surrounding it. Also, this phone is covered by AT&T and hence is touted to be the capable iPhone killer. Readers also mentioned that the TouchWiz interface and how made the phone better.

      3 – Sprint Evo 4G

      This phone quickly rose to fame because it was the world’s first 4G phone. Sprint tried to milk their customers because of this monopoly and have been quite successful in doing so. Sprint Evo 4G has a 4.3 inch screen which is as big as the Droid X and 4G network is spreading quite fast so people are really curious about the new features that it has to offer. Both these factors have contributed a lot in making the Sprint Evo 4G a successful project. This phone also lets you to connect up to eight Wi-Fi devices at a time to share the fast speeds. There are cameras on either side and the back one has eight MP sensor which takes good quality photos.
      Disappointments on this phone include lack of Bluetooth voice dialing and a relatively low battery life. The latter is maybe because of the 4G technology but we cannot confirm as there are not a lot of 4G phones out there for comparisons. But the biggest turn off is that you have to pay a 4G surcharge on your bill even if the service is not available in your area! But all things considered, readers did vote for this phone ahead of other Android handsets.

      2 – HTC Incredible

      If looks matter more to you than anything else, stop reading further and get this phone now. HTC Incredible is the supermodel in the list and is a very sexy phone. The feature set on the phone is equally impressive. The handset is based on HTC Sense is my favorite Android user interface and has every feature that you’d want except a physical keyboard. This is a Verizon phone and you cannot use data and voice at the same time. This phone too locked horns with the Evo 4G and I decided to put the Incredible ahead because of the attractive design.

      1 – Samsung Epic 4G

      Yes, Samsung Epic 4G is the most famous and the best Android cell phone in the market right now. This is a Sprint phone and the super AMOLED screen again makes a huge contribution to the score. The display is amazingly bright and the handset has a slide out QWERTY keyboard for comfortable messaging. There are two cameras, one of which is five megapixel. The processor is really fast and so is the network if you are in a 4G covered area.

      There are a few cons for this phone, the size is a bit small as compared to other highest end smartphones and it is the only phone in the market that costs more than the standard 200-bucks-plus-activation. But on the bright side, it sets a great example of what other Android phones must have to be successful in the market.

      A dawn explosion in a Chinese coal mine killed 20 and trapped 17 workers underground today in the country’s central region, a national work safety official said.

      The blast came shortly after the world was riveted by Chile’s dramatic rescue of 33 trapped miners after they spent more than two months underground.

      It was not yet clear how far underground the 17 workers were trapped at the state-owned mine, a spokesman with the state work safety administration said.

      He had no details on the cause of the 6am blast in Henan province, a couple of hours outside the provincial capital of Zhengzhou, about 430 miles south of Beijing.

      China Central Television originally reported that more than 30 people were trapped and 20 killed, but the spokesman said the earlier number of people reported trapped included the dead workers.

      Today’s blast happened in a pit owned by Pingyu Coal & Electric Co. Ltd, the state-run Xinhua News Agency cited mine officials in Yuzhou city as saying.

      China’s mining industry is the most dangerous in the world, and more than 2,600 people died in mining accidents last year.

      The Chinese government has shut down more than 1,600 small, illegal coal mines this year as part of an effort to improve safety standards, the state-backed People’s Daily newspaper reported Thursday. However, an unknown number of illegal mines still exist to profit from the fast-growing economy’s huge appetite for power.

      China had its own stunning mine rescue earlier this year, when 115 miners were pulled from a flooded mine in the northern province of Shanxi after more than a week underground. The miners survived by eating sawdust, tree bark, paper and even coal. Some strapped themselves to the walls of the shafts with their belts to avoid drowning while they slept.

      Henan province was the scene of one of China’s deadliest mining disasters on record, a gas explosion in the Daping mine that killed 148 in October 2004.

      At least 195 people were killed in mining accidents in Henan this year through the month of August, according to the provincial coal mine safety bureau.

      China mining fatalities have decreased in recent years as the government closed many illegal mines, but deaths jumped again in the first half of this year.

      China’s mines had 6,995 fatalities in 2002, the deadliest year on record.

       2018 FIFA World Cup heads to Europe 
      United States have pulled out of the race
      FIFA have welcomed the news that the United States have pulled out of the race to stage the 2018 World Cup.

      It means that a European nation will definitely host the event in 2018 following Australia’s withdrawal in June.

      FIFA secretary general Jerome Valcke, echoing comments he made at the time of the Australian decision, said: “We have had an open and constructive dialogue with the USA bid for some time now, after it became apparent that there was a growing movement to stage the 2018 FIFA World Cup in Europe.

      “The announcement by the USA bid to focus solely on the 2022 FIFA World Cup is therefore a welcome gesture which is much appreciated by FIFA.”

      And that in turn means England will no longer stake a claim for the 2022 event, instead focusing all their attentions on the tournament in eight years’ time.

      England’s is one of four European bids for 2018 and is up against Russia and joint bids by Belgium/Holland and Spain/Portugal.

      With FIFA statutes preventing two successive World Cups being held in the same continent, the race for the 2022 tournament will now be between Australia, Japan, South Korea, Qatar and the USA.

      A statement from the England bid team read: “England 2018/22 today confirmed to FIFA that it was withdrawing its candidature from the FIFA World Cup 2022 and will now focus on its bid to host the tournament in 2018.

      “This followed consultation with UEFA president Michel Platini on the most appropriate moment to withdraw.

      “England 2018 is delighted it is now clear the FIFA World Cup will be coming to Europe in 2018 following the withdrawal of the United States bid.”

      The 2018 bid continued yesterday with British Prime Minister David Cameron meeting his Trinidad and Tobago counterpart Kamla Persad-Bissessar to canvas support.

      Mrs Persad-Bissessar is a political ally of FIFA vice-president Jack Warner, who is a member of her cabinet as well as head of the north and central American football federation CONCACAF.

      With CONCACAF wielding three votes on FIFA’s executive committee, Mr Warner will be an influential voice when the 2018 hosts are chosen on December 2.

      LONDON: The London School of Economics will collaborate with Reliance Foundation, run by the promoters of India's largest corporate house, for setting up world-class universities in the South-Asian nation.

      Reliance Foundation is the philanthropy arm of Indian billionaire industrialist Mukesh Ambani-led Reliance Industries group, while the LSE is one of the world's most reputed business schools.

      The LSE would collaborate with the Reliance Foundation in setting up world class Universities in India, LSE's Professor Lord Nicholas Stern said here last night.

      The comments from Stern, the Director of the India Observatory and Chairman of the Asia Research Centre at the LSE, came in the backdrop of a lecture delivered at LSE by Nita Ambani, Reliance Foundation's Chairperson and Mukesh Ambani's wife.

      She said that the Foundation has taken up the challenge to set up a world class university in India to put India on the global education map.

      "The University will break new grounds in the use of technology and it will be a university that looks global with Indian soul," she added.

      Noting that India faced the challenge of equity and expansion in education and healthcare, she said the Dhirubhai Ambani International School in Mumbai had produced some of the top talents in the country and some of the students are currently studying at the LSE.

      Nita Ambani is also the Chairperson of Dhirubhai Ambani International School.
